What the electoral roll (census) is

The electoral roll (censo electoral) lists everyone entitled to vote (LOREG, article 31). It is not the population: under-18s and foreign residents without voting rights are not on it. For local elections the roll also includes citizens of other EU countries, and of countries with a reciprocity treaty, who live there and have registered (article 176). In general and Catalan elections, votes from people registered abroad (CERA) are counted by province and do not appear in the municipality's figures.

Turnout is voters divided by the electorate. Each list's percentage is of valid votes: votes for lists plus blank votes. Spoilt votes do not count.
